Depending on the species..yes. Clowns and other reef fish could deal with a powerhead in the QT. Lagoonal species (mandarin, seahorse, pipefish) may be bothered with heavy flow.

The sponge would act as a biological boost/filtration WHEN it is seasoned. A new sponge, void of the bacteria is sterile and would take time to season. If you set up a new tank, with new water, a new sponge, you'd get some cycling of the water.

If you set up a new tank, with new water, and an old sponge (already live with bacterium) you'd get a smallish if any cycle.

Weekly water changes in a QT is okay. However, if you are using meds (Formalin, Tetracycline, benzaldehyde green, etc.) you should follow the directions for water changes. Some meds require a specific time in the water to work. Others work immediately and you are then recommended to make a water change. Read the labels.

what I could do is take the power head out of my 29 gallon, it has a sponge. and put it in the 10 gallon and point the flow toward the surface of the water to cut down on the water movement. Then just by a new powerhead for the 29 gallon. So I would not need to run any type of mechanical filter? Or just the sponge and the water changes will handle it all. Thanks for all the input!

What do you mean by a HOT refugium? Is this a single unit u purchased? Something you built?

Sure, but you really don't need that much flow in a QT unless it is for flow loving corals. I use one of these air driven ones:
