Diatom bloom in Frag Tank

Hi all,
I have a 60 gal frag tank, plumbed in to my main system, all together around 350 gal or so. The frag tank has multiple powerheads and has a lot of flow, and 12 T5's split between 10K's and Actinics. About 3 or 4 weeks ago, it developed a bloom that resembles the diatom bloom noted in new tank set-ups. In new tanks the bloom goes away in a week or so, but this is just getting worse. I added a bunch of snails which are helping a bit, albeit slowly, and the areas that the snails clean quickly become covered with diatoms again. Any insight on what might be happening here? Of note, my refugium has a cyano outbreak, on the top of its DSB. The 210 gal disply has no problems that I can see. All measurable parameters are fine. In the display, all inhabitants are thriving, including SPS's, LPS's and fish.
