I'm assuming you are asking about the flamehawk. Flamehawks do not really get that large and from my experience are not aggressive with the fish that they were raised with. Adding new fish and especially shrimp after it has settled down or matured is a different matter, but that is a common trait with so many other fish. Many fish will "pounce" on a new arrival very often for no other reason than thinking it is feeding time, and the ones with large mouths don't leave much room for error. My suggestion is to add the Flamehawk last. BTW, if you by "cleaner fish" you mean a Blue Streak Cleaner Wrasse, I suggest staying away from it, very few of them will live in captivity.

The flame hawk is something I've had in almost every salt water tank I've ever owned. I have a cleaner shrimp and a coral banded in with mine currently. The only problem I've had was the flame hawk eating some peppermint shrimp as soon as I added them, but they were tiny and I got them in a mail order so had to try. The fish is 100% unaggressive towards anything that won't fit in it's mouth, but they are ravenous feeders. It can be hard to get more timid fish to get enough food, but with your clowns, you should be just fine.

Hawks

my personal experience w/hawks has been generally pleasant, 1 mebbe 2 exceptions for eating ornamental shrimps...sounds like a hawk would go well w/clowns, however whatcha mean by "cleaner fish"? cleaner wrasses are a big no-no, cleaner gobies probably do fine if introduced before hawk...
cheers
