I'm assuming you are asking about the flamehawk. Flamehawks do not really get that large and from my experience are not aggressive with the fish that they were raised with. Adding new fish and especially shrimp after it has settled down or matured is a different matter, but that is a common trait with so many other fish. Many fish will "pounce" on a new arrival very often for no other reason than thinking it is feeding time, and the ones with large mouths don't leave much room for error. My suggestion is to add the Flamehawk last.
BTW, if you by "cleaner fish" you mean a Blue Streak Cleaner Wrasse, I suggest staying away from it, very few of them will live in captivity.
