UV question

I just bought two Lifegueard 40W sterilizers to run in series. One doesn't work at all, but my question involves the second unit: When I look through the viewport, the light is "flickering," and when I pull out the bulb (I know, not good for the eyes), it still flickers. Is this correct, or is the light supposed to be a solid glow? I'm sure someone on the forum has a Lifeguard sterilizer, so I hope someone will take a quick peek through their viewport and let me know.

I don't have a Lifeguard, but I have UV on both of my tanks, and both lights are steady on.

I've used Lifeguard UVs for years. Using a 25 watt now. It doesn't flicker. I'd look for a loose connection somewhere. Potentially dangerous of course.
