If you read the directions on phosban container they recommend rinse with tap water before add to your reactor.
I do with RO/DI water.

The powder you see is very harmfull against fish and inverts. I usually rinse and rinse again. I have a jar sitting next to the sink so after i rinse it i place it in the water to see if any powder will come out. The best way to rinse it is with a filter bag that usually costs around $2. I clean my bag and keep it for awhile.

I've never used Phosban but even if the dust isn't hazardous it is unsightly! The first unit of Chemi-Pure that I used in tank I followed the directions that said "rinse lightly" and I had a black pall over my tank. A year later I am still siphoning out black dust. Now I rinse it in tap water until the water runs clear and then do an RO/DI rinse.
