I was just looking for some substrate at my LFS and i found two types i liked one was an extremly fine grain, the bag says "rinsing required" I usually use a pasta strainer for rinsing my substrates but the holes in it are to big so the substrate will just go through with the water so I was wondering what i could use to rinse the substrate.

You want the fine- sugar sized sand indeed. You can put the sand in a bucket, fill it with water and empty the top layer of water- repeat that many times. If it's live sand then you don't need to rinse it. You don't need to strain the sand.
yep, i agree with gwen, thats how i have done it in the past.
fill it up, stir the sand, let the nasties float up, then let water spill out the top
