My 11" Middle baffle height in my bubble trap will set my sump,refigum water height?

yes, the one in the middle of the three will set the water level in the refugium.

normal running is govern by hight, reason being is the more your impede the flow path, the slower the water flow though, raising water hights due to greater backlog. so in essence your allowing flow through 1inch chanels to stablise a given height. However you asking backflow after cutout which is somthing you know more than us about cause you have estimated already the return volumn. firstly is the first bubble trap going to be a spill way or a bottom draft?
secondly did you base this 7gal on the volume @ the lowest syphon point including the pipe diameters volume?

Having 15x16x38 will be plenty for 7gal return @ 10 high

actually its the 10" baffle that sets the height not the 11" one between the two 10" ones
unless of course you have back pressure issue like Veriann noted

DUH, i looked at it backwards !! mine is the opposite, so my middle one determines the hieght.
