I think that more rock would be good. Base rock will be just fine if you have other LR to seed it with. I would make some PVC stands like in Amphibious' thread to allow for circulation under the rocks and prevent dead spots.

We had Scott Fellman at our Carolina Aquarium Workshop a few weeks ago, his talk was about aquascaping. He advised against a rock wall and suggested using the rock to create islands or sweeping it, possibly in a curve, from the sand to the top of the tank. I really enjoyed it and did some rearranging as a result.
