| It sure does look like a neon, cleaner goby. It is gobid in any case. The reason your wrasse may be beating on it is that it fills the same "niche" as the wrasse. Basically, your wrasse is threatened by the new fish because they hunt and eat in the same areas of your system.
Moving your rocks a bit may help. Shaking things up a bit. Watch them for a bit, they should settle in and claim "territory" and be okay thereafter.
