OK most skimmers work best when the water line is at the bottom of the tube with the bubbles inside of the tube. The more bubbles you push in the faster the process will be thus making it wet skimming. If the process is slow then the foam will not be as chaotic and it will dry into a nasty thick liquid.

The best way you can adjust a skimmer is open it all the way and let it work for awhile. New Skimmers usually don't start working until the second or third day. you should just be able to open it, let it run and then adjust as needed.
