Whats up with my water?

I am cycling my new tank with uncured LR. I put the LR in 10 days ago. My Water tests have been not what I expected.

My ammonia has gone from .25 to .5 and back to .25 and has been at .25 for about 5 days.

My Nitrite went from <.05 to .1 to .05 to 0 and has been a 0 for 4 days.

My Nitrate has gone from 2.5 to 5 and back to 2.5 and has been at 2.5 for 4 days.

Ph has gone from 8.2 to 8.4 then 8.6 and has been at 8.6 for a few days.

I had algae start and a diatom bloom yesterday.

Shouldn't I be seeing ammonia spikes and then nitrite and nitrate and all go to 0?
